Prior to December 1998 a Firearms Acquisition Certificate (FAC) was needed in order to legally acquire guns in Canada. If you have a valid FAC, it can still be used to buy guns. If your license is about to expire, or you don't have a valid license, you will need a Possession and Acquisition License (PAL) in order to acquire more firearms or keep your current guns. One of the requirements for obtaining a Possession and Acquisition License is to pass the CFSC tests for non-restricted firearms (rifles and shotguns), and pass both the CFSC tests and the CRFSC tests for acquisition of restricted firearms (handguns). Both non-restricted and restricted course tests have a written and practical component. If you have no interest in handguns you don't have to take the Restricted course. The two courses are normally run in one continuous session. Individuals taking only the non-restricted portion would finish a little earlier than those taking the additional restricted component. The course provides full handling of the various firearm types but does not include shooting of firearms. No live ammunition will be allowed on the course. Instruction and testing is performed by a an instructor certified by the Federal Chief Firearms Office Services - Manitoba. Study manuals used on the course are The Canadian Firearm Safety Course Manual for the non-restricted portion (most rifles and shotguns) and The Canadian Restricted Firearm Safety Course which focuses on handguns.
