COUNCIL MINUTES Oct. 25/05
As per the Municipal Board of Manitoba Order No. E-05-121, Council amended By-law # 2513/05 to authorize expenditure and borrowing of funds to construct a skating arena as a local improvement. The CAO was authorized to proceed with conversion of dial-up Internet services to high-speed service. Council authorized the transfer to South Interlake Recreation Board of the balance of the $300,000.00 designated for the new arena, $96,860.70 having already been provided, with the requirement that South Interlake Recreation Board provide an annual financial report to the R. M. of Woodlands. Whereas Interlake Natural Gas Co-op Inc. is in the process of winding down, Council requested that the Woodlands portion of remaining funds be contributed as follows: Oak Park Estates $5,000.00 and the remainder to Interlake Community Foundation. On recommendation of the Transportation Committee, Council authorized C. Fleury, D. Oliver and Outback Diesel to investigate the purchase of a transmission for the 1997 Ford tandem truck. Council resolved to request Cliff Hancox to complete a survey on Road 76N from SE 28-13-1W to Colony Creek, the area of road allowance now closed. Council authorized purchase and installation of culverts damaged on Road 14W at 75N and south of 75N. Upon recommendation of the Committee of the LUD of Warren, Council authorized the purchase of replacement bulbs for the Christmas light decorations in the Village of Warren. Following the resignation of Blaire Coolidge as Warren Utility Operator, and the lack of response to advertising for this position in The Winnipeg Free Press, Stonewall Argus and Interlake Spectator, Council resolved to enter into a contract with the R. M. of Rockwood to provide Utility Operator services for Warren and Woodlands. A motion was made to use septic tank inspection reports (identifying residences

that allow surface water to run into or leak into their septic tanks, and those that have their weeping tiles/sump pumps emptying into their septic tanks) as a reference to shut off access to residences which have not corrected problems with their septic tanks; this was lost. A motion was passed to use said reports as a reference to have Grayson Excavating confirm if the necessary changes have since been made, and to forward proposed By-law #2498/04 to McCandless Tramley to confirm the proper wording to allow the Municipality to shut off access to residences which have not corrected problems with their septic tanks. Council voted against a motion recommended by the Committee of the L. U. D. of Warren, to approve the construction of a burm [sic] in those areas that would prevent ground water from entering the town from other areas of the municipality. Council resolved to proceed with the burming in phases with the first phase in the SE 28-13-1W near the east side of the railway bed and the NE 28-13-1W along property east of Collegiate Street, upon the execution of an agreement with owner. Council accepted the quote from PH Electric to complete the electrical work at Warren Treatment Facility. COUNCI MINUTES Nov. 08/05 Council gave first and second reading By-law #2515/05, to rename Ganishomog Road to Twin Lakes Beach Road South, being part of Plan 10154 in Des NE 30-15-4W, Des NW 30-15-4W, Des SE 31-15-4W and Des SW 32-15-4W, Des NE 32-15-4W, and Des NW 32-15-4W. By-law #2516/05, to amend By-law #2513/05 for the construction of a skating arena, was given first reading. Council resolved to authorize payment to Sigfusson Northern Ltd. For the rental of water pumps and hose, less the rental of one non-functional pump and the amount spent on repairs to a second non-functional pump.

Council approved application by MTS, File #9044454-2005, to place buried cable and pedestals to provide service to NW15-13-3W. Council accepted the proposal of G & T Bobcat Service for the 2005-6 Winter Snow Removal. Council resolved to reimburse Riddell Farms $513.00 for dust control. Council approved Variation Order V05-08 to vary the section 6.1.5 requirement from 25' to 15.7' for the side yard. Council granted approval with conditions to subdivision of SE/SW 6-15-3W. Council authorized a grant to Manitoba Crime Stoppers in the amount of ten cents per capita. Council resolved to enter into an agreement with owner for drainage ditch and dyke in the SE 28-13-1W. Council resolved that, as per recommendation of the Drainage Committee, public works be authorized to complete the drainage project across the SE 28-13-1W, to continue across Road 3W and east along closed road allowance Road 76N, upon confirmation from Manitoba Hydro of distance from H-line and approval from Transportation and Government Services. Council resolved to forward a letter to Dept. of Transportation and Government Services opposing the work being completed in the west ditch of PR518 from Road 84N to 82N without prior notification to the RM, and requesting financial assistance for the work the R. M. of Woodlands is required to complete in order to prevent a [negative] impact to both private and public property. Council authorized public works to install a gate on culvert at PR411 on Road 84N, clean ditch and reset culverts in ditch north of Road 82N and 9W and 81N. Council received the report of the Board of Revision for the 2006 Assessment Roll. Councillor W. Fleury gave written notice that at the next regular meeting of council, he will introduce a motion to review and reverse Resolution No. 546/05 regarding installation of culvert in the Prime Meridian Trail.
