The Letters Patent dated the 6th day of September, 1955, issued under the Great Seal of Manitoba, appointed a Commission of five members to investigate all phases of local government in the Greater Winnipeg Area.

We now beg leave to submit to Your Honour our report, consisting of the following:

• Volume I Report and Recommendations
• Volume II Briefs presented by municipal, school board, and other interested groups.
• Volume III Some of the statistical information used.
• Volume IV, consisting of a draft of the legislation based on our recommendatios, as required by the terms of reference, will be forwarded to Your Honor very shortly.
