Selkirk RCMP are soliciting the public's assistance in locating 45-year-old Mary MUNROE who is a resident of the Selkirk Mental Health Centre. Mary MUNROE left the facility with another female on December 2, 2008 around 3:30 p.m. She is believed to have been in the downtown area of Winnipeg near the Health Sciences Centre . MUNROE and her female companion became separated and MUNROE'S whereabouts remains unknown.

Mary MUNROE is described as aboriginial, 5'6" (168cm), 221lbs (100kg), brown hair, brown eyes, wearing white runners (no further clothing descriptors available)

RCMP report in-custody death - update

On November 28, 2008 at 8:23 a.m., RCMP The Pas members responded to a call of a domestic dispute where it was reported that an ex-common law, who no longer lived at the residence, was violent and causing a disturbance while intoxicated. The 43-year-old ex-common law was arrested and following signs of medical distress was rushed to Hospital where he died on November 29th.

The autopsy was conducted in Winnipeg yesterday and the death is being attributed as a result of a brain hemorrhage. The cause of the hemorrhage is undetermined at this point and requires further medical  analysis.

On December 2nd at about 3 p.m., Jerry Christopher KONDRATIUK was located, arrested and taken into custody by members of the Winnipeg Police Service without incident.  He was on a back lane of Furby Street in Winnipeg.

The Manitoba Integrated High Risk Sex Offender Unit, which consists of both RCMP and WPS Members, is requesting assistance from the Public in locating Jerry Christopher KONDRATIUK.  Police are seeking to locate KONDRATIUK as he has failed to comply with his Probation Order x 6.  Police have issued a Warrant.

KONDRATIUK was released from Headingley Correctional Institution on November 5, 2008.  He is a High Risk Sex Offender.  His record includes several breaches of Court Orders, Theft, Assault and Aggravated Sexual Assault.  Adult females and children are at risk.

He is described as Metis, 5’ 8” ft  (173 cm), 210 lbs (95 kg), Black hair and Brown eyes.

2008 Christmas Check Stop Program

“D” Division RCMP advises that the 2008 Christmas Check stop program will commence on Monday December 1st, 2008 and continue to Thursday January 1st, 2009.  All units of the RCMP in Manitoba will be participating in this  program with the goal of keeping Manitoba’s citizens and roads safe.

The program will focus on:

"HIGH RISK  DRIVERS"

The Christmas Check Stop Program remains a highly focused initiative of RSV2010, dedicated to the specific traffic activity of public safety on our roadways.  This program will focus on "High Risk Drivers" - IMPAIRED DRIVING by the detection of alcohol and substance abuse impaired drivers, and  drivers and passengers who fail to wear seatbelts through detection at check stops as well as during other regular patrol duties.

RSV2010 and the Christmas/New Years checkstop program is fully supported by the Assistant Commissioner Bill Robinson, Commanding Officer of "D" Division, with the goal that everyone has a safe and happy Christmas and New Year.

Fatal Single Vehicle collision
RM of Fisher, Man.
December 1, 2008

A 50-year-old Dallas, Manitoba area woman was killed in a single vehicle rollover collision early Sunday morning after police discovered an overturned vehicle along the Jackhead Road in the Rural Municipality of Fisher. Fisher Branch RCMP members were responding to an unrelated call at about 3:30 a.m. when the overturned vehicle was discovered. (The Jackhead Road is close to the Fisher River First Nations Reserve).

The woman had been ejected from the vehicle and died from her injuries at the scene. There were no other occupants in the vehicle nor any other vehicles involved.

A Traffic Analyst attended the scene. Those investigative results are pending as are the results of an autopsy which was ordered by the Chief Medical Examiner's Office. That autopsy will be taking place some time today.

Speed and alcohol have not been ruled out as contributing factors in this collision which remains under investigation by police.

Aggravated Assault - update
Thompson, Mb
December 1, 2008

On November 29, 2008 at about 5:45 a.m., Thompson RCMP Detachment responded to a complaint of an aggravated assault that occurred in the Eastwood area of Thompson. A 25-year-old identified as Charles Brightnose of Thompson was found unconscious outside a residence.  Charles Brightnose was transported to the Winnipeg Health Science Center in critical condition.  Early this morning he succumbed to his injuries.

An autopsy is scheduled for tomorrow at the Health Science Center.

This matter is being investigated as a homicide. While the investigation continues, there is no information suggesting any imminent threat to the general public in the community.

Four Persons Injured in another Assault

On November 29, 2008, at about 12:30 a.m., Thompson RCMP were called to assist Thompson Fire & Emergency Services at a Burntwood area residence, on a report of a person stabbed in a fight.  A man was found suffering from a knife wound, and was transported to hospital, and later medically evacuated by air to Winnipeg in serious but stable condition.  Three other male youth victims were also located at Thompson General Hospital, where they were also treated and released.

Investigation into the incident resulted in a 17-year-old male youth from Thompson facing charges of four counts of Aggravated Assault, four counts of Assault, one count of Possession of a Weapon, and four counts of Breach of Recognizance.  The youth cannot be named under the provisions of the Youth Criminal Justice Act.   The youth has been remanded into custody, and will appear in court on December 1, 2008.   Alcohol was a contributing factor to these offences.

Three Persons Injured in Assault
Split Lake First Nation, Man.

On November 29, 2008 at 6:30 p.m., Thompson RCMP were called to Split Lake First Nation on a report of three adults injured in a fight.    A man and a woman were both transported to Thompson General Hospital for treatment of serious injuries, and are presently in stable condition.   One other man was treated and released from Split Lake Nursing Station.

Investigation into the incident resulted in Lauren Danielle Spence, 18, of Split Lake First Nation, being arrested and charged with two counts of Aggravated Assault, one count of Assault With A Weapon, and one count of Possession of A Weapon.    Spence has been released from custody  and will appear in court on January 16, 2009.    Alcohol was a contributing factor to these offences.

RCMP report in-custody death (from after hour call in line of November 30th)

On November 28, 2008 at 8:23 a.m., RCMP The Pas members responded to a call of a domestic dispute where it was reported that an ex-common law, who no longer lived at the residence, was violent and causing a disturbance while intoxicated.

RCMP attended the residence shortly thereafter at which time the 43-year-old ex-common law was arrested for assault.  The individual became combative with the members; a subsequent struggle ensued during the course of the arrest. RCMP used pepper spray to gain control of the individual.  The individual began exhibiting signs of medical distress.  He was rushed to the Pas Health Complex where he was admitted.

On November 29th at 12:30 p.m. the male individual subsequently died.

An autopsy will be conducted tomorrow in Winnipeg.

Taser was not deployed.  Despite the fact that this individual was at no time in an RCMP facility, since the death occurred subsequent to the arrest, this matter will be treated and investigated as an in-custody death.

Two Adult Males Charged with 2nd Degree Murder (from after hour call in line of November 30th)

Gypsumville RCMP Detachment, with the assistance of the Winnipeg RCMP Serious Crime Unit, the Winnipeg RCMP Major Crime Unit and the Winnipeg RCMP Forensic Identification Section are investigating the murder of a 22 year old male after responding to a report of a disturbance  at a residence in the Lake St. Martin First Nation during the early morning hours of November 29, 2008.

The deceased, Edward James TRAVERSE of Lake St. Martin First Nation was taken to the Lakeshore General Hospital in Ashern, Manitoba where he succumbed to his injuries.

A autopsy is scheduled to take place at the St. Boniface General Hospital on November 30, 2008

Aaron Lee TRAVERSE (18 yrs) and Leonard Gabriel DORIAN (19) both from the Lake St. Martin First Nation have been arrested and charged with 2nd Degree Murder.  Both will be appearing in Winnipeg Provincial Court on December 1, 2008 at 09:30 am.

Fatal accidental shooting (from after hour call in line of November 29th) - updated

On November 29, 2008 at approximately 11:00 a.m., Sprague RCMP were informed that a body had been located by two hunters in the Sandilands Provincial Forest on a bush trail near the community of Woodridge, Manitoba.  Investigation revealed that the death was accidental in nature.  Indications at the scene support that the deceased accidentally discharged his own firearm. He was reportedly at the Sandilands Provincial Forest hunting at the time.  An autopsy will take place at the St. Boniface Hospital in the near future.

The deceased is a 69-year-old Winnipeg man. The name of the deceased is not being released pending notification of next of kin.

Foul play is not suspected. No further information will be released at this time.

Swan River RCMP Seize Ecstasy
Swan River, Man.

After a month long investigation, on the 27th of November, 2008, Swan River RCMP executed a search warrant at a residence on 2nd Avenue South Swan River, Manitoba. Police seized 380 pills of Ecstasy during the search with an estimated street value of $5700.

A 27 yr. old man from Swan River is charged with Possession of a Controlled Substance for the Purpose of Trafficking and is scheduled to appear in Swan River Provincial Court on January 7, 2009.

Suspicious Fire - update

Powerview RCMP are continuing their investigation into the fatal trailer fire on the Sagkeeng First Nation, in which two individuals died.

Autopsies were completed.  One of the individuals was identified as Louis John STARR (age 62) of Sagkeeng First Nation.

On November 26, 2008 Forensic Dental experts confirmed the identity of the 2nd deceased individual as Terrence Kokopenace (38 years old) of Grassy Narrows in Ontario.  Next of Kin has been completed.

Carberry RCMP Investigating Suspicious House Trailer fire

On November 26th, at approximately 9:10 p.m., Blue Hills RCMP members from Carberry and Brandon as well as firefighter from Carberry,  responded to a House Trailer fire, situated on a acreage in the RM of North Cypress.

Investigators from the Blue Hills RCMP, Brandon Major Crimes Unit and the Manitoba Office of the Fire Commissioner are investigating the incident.  The fire is considered to be an arson.

No one was in the trailer at the time of the fire.  Estimates of damages are believed to be approximately $ 100,000.

Robbery, Assault with a Weapon
RM of Portage la Prairie, MB
November 25, 2008

On November 24, 2008 around 8:45 PM Portage la Prairie RCMP responded to robbery in progress on Highway 1 east of Portage la Prairie.  Earlier in the evening a 20 year old woman from Winnipeg picked up a woman hitch-hiker in Winnipeg and drove west.  When the vehicle was just east of Portage la Prairie on the highway, the hitch-hiker threatened the victim with a weapon and demanded she pull the vehicle over.  The hitch-hiker then attempted to steal the vehicle.  Members of the Office of the Fire Commissioner were driving by the scene and stopped to assist the victim, taking control of the hitch-hiker.

RCMP arrived and took over control of the scene.  The investigation also revealed that the hitch-hiker was in possession of stolen property relating to an incident in Winnipeg.  The victim suffered minor injuries and did not require hospitalization.  The hitch-hiker, a 26 year old woman from Alberta, was held in custody to appear in court the next morning with various charges pending.

Driver leaves the scene of Motor Vehicle Collision - Driver Identified (from after hour call in line of November 24th)
Highway # 3 at Oakbluff Mb.

On Sunday, November 23rd  at about 5:45 p.m., Headingley RCMP responded to a three vehicle collision on Highway # 3 in the Community Oakbluff Manitoba. A  Green 1999 Jaguar, which had been eastbound on Highway 3, collided with the rear of a GMC Safari Van which then collided with a westbound GMC Pick-Up. The female driver in the pick-up was listed in critical condition at Health Sciences Center as of Monday evening.

On Monday evening, November 24th, the driver of the Jaguar attended Headingley Detachment with his legal counsel. The name of the driver is not being released as the investigation continues.

Police are requesting that any motorist that may have driven by the collision and may have any information are urged to contact Headingley Detachment at (204) 831-5929.

Fatal single vehicle collision
Near Ste. Rose du Lac, Mb.

The Ste. Rose RCMP Detachment attended to a fatal motor vehicle collision which claimed the life of a young Dauphin man.

On November 23, 2008 at about 3:30 a.m. a motorist discovered a vehicle in a ditch located on Provincial Road 364, 5 miles west of Rorketon and 1/2 mile north.  The Ste Rose RCMP members along with members of the Rorketon Fire Department and Ambulance personnel from Winnipegosis attended the scene.

The preliminary investigation reveals that the driver was southbound on PR 364 when he lost control of a 2001 Ford Mustang and entered the east ditch.  The Mustang then rolled several times before it ended up resting on its roof.  The Fire Department personnel extricated the 19-year-old male driver and lone occupant of the vehicle who was pronounced dead at the scene.

The deceased was wearing a seatbelt.

The cause of the collision is under further investigation by the Ste Rose RCMP assisted by the RCMP Riding Mountain Traffic Services Reconstructionist who attended the scene.

The deceased will not be identified at the request of the family.

Driver leaves the scene of Motor Vehicle Collision

On Sunday, November 23, 2008, at about 5:45 p.m., Headingley RCMP were called to a three vehicle collision on Highway 3 in the town of Oak Bluff. An older model Jaguar, going eastbound on Highway 3, at an excessively rate of speed subsequently rear-ended a GMC Safari Van which in turn lost control causing it to collide head-on with a GMC 1500 pick-up truck.

The 46-year-old female driver of the GMC truck sustained serious injuries and was transported to the Health Sciences Centre where she remains listed in critical condition. The male driver of the Safari Van did not suffer injuries.

Police are currently looking for the driver of the green 1999 Jaguar who fled the scene on foot prior to Police arrival. The driver is described a male in his mid-thirties.  He may also have sustained injures. An extensive search of the collision area failed to locate the driver of the Jaguar.

Alcohol may be a factor in this collision.

Hwy. 3 was closed at Hwy. 100 and Hwy. 2 after the collision took place to conduct an investigation and re-opened at 9:30 p.m.

RCMP Bust Crack House
Dauphin, Man.
November 24, 2008

On November 21, 2008, Parkland RCMP members executed a search warrant at a residence on 9th Avenue S.W. in Dauphin, Manitoba.  A male and female located inside the residence were arrested and taken into custody.  A third person, later located at their place of employment, was arrested and taken into custody as well.  The search resulted in the seizure of a quantity of crack cocaine, and powder cocaine, along with an amount of money.  Through this investigation, two Dauphin male residents (26 and 19-year-old), along with a 26-year-old woman have been charged with Possession for the Purpose of Trafficking Cocaine.  All three have been released on a promise to appear in Dauphin Provincial Court on December 30, 2008.

This search is just the latest effort in the Parkland RCMP's continuous focus on drugs in the communities we serve.  The Parkland RCMP are encouraging members of the public that have any information pertaining to the Drug Trafficking or drug houses in the Parkland area to come forward.  No amount of information is too small.  Drug trafficking in the Parkland area is a priority of the RCMP and it's partners.  Together, we can make a difference in our communities.

Marihuana Grow operation
RM of Coldwell, Man.

On November 23, 2008 Lundar RCMP Detachment, with additional resources from the Ashern RCMP Detachment and the Winnipeg RCMP Drug Section, concluded a 6 month investigation when a search warrant was obtained and executed under the Controlled Drugs and Substances Act at a residence on PR 229, in the RM of Coldwell, Manitoba.

As a result, police seized approximately 1000 cannabis marihuana plants, in various stages of growth, along with related sophisticated growing equipment.

Police have charged 2 men, both 28 years old, with Production of a Controlled Substance and Possession of a Controlled Substance for the Purpose of Trafficking. Both will be making their first court appearance in Lundar in January of 2009.

The following is a list of Common Signs of a Marihuana Grow Operation:

• Rental buildings (residential and commercial) are often used so criminals avoid damage to their own property.
• Residents may only be in the home occasionally for short periods of time
• People access the residence only through the garage.
• Unusual visitor behaviour ranging from no visitors to frequent visitors for short periods.
• Windows covered with dark plastic or newspaper.
• Condensation forms on windows due to high humidity levels inside. This may also result in lack of snow on the roof in winter.
• Skunk-like odour of growing marihuana can occasionally be detected outside.
• Unusual garbage: little or no garbage or unusual items (e.g. pots and soil, fertilizer containers, wiring, PVC piping).
• Electrical equipment inside creates humming sounds.
• Hydro meter is often tampered with or bypassed.
• Grow operations may use other “props” to deflect suspicion. Some of these include: outdoor and/or indoor lights, radio and/or TV on for 24 hours, flyers left in mailbox or on the front steps, children's toys & bikes outside without children living at the residence, realty signs posted.
• A "Beware of Dog/Guard Dog" sign may be used to deter trespassing, protect against theft and avoid detection by police.

Medevac crash lands near God's Lake F.N. (from after hour call in line of November 23rd)

On November 22, 2008 at 9:45 p.m. RCMP God’s Lake Detachment were informed by local Band Constables that they had seen what appeared to be a large fire ball above the trees estimated to be about 3 to 4 kilometers away north west from the community.

It was confirmed that a Sky North - King Air 100 twin engine medevac plane who had left God’s Lake Narrows to Thompson and was overdue.  On board the aircraft were a mother and her toddler, a flight nurse, the pilot and co-pilot.

The Joint Rescue Coordination Center was contacted to coordinate the search.  A Hercules airplane was dispatched to initiate a search of the aircraft.

At 2:50 a.m. God’s Lake RCMP members along with God’s Lake Chief and counsel and two local Band Constable using snowmobiles located the plane in dense bush area 2.5 kilometers north east of God’s Lake the aircraft completely destroyed by fire.  All 5 passengers walked away from the plane without injuries. They were all taken to the local nursing station for examination.

It appears that shortly after take-off the pilot noticed a fire in the cockpit of the aircraft and was unable to turn the plane around and successfully crash landed in the bush.  The plane was evacuated and shortly after the plane caught fire and was completely destroyed.

The Transportation Safety Board will be investigating.

Fatal Single Vehicle Collision (from after hour call in line of November 22nd)
RM of Rhineland, Man.
November 24, 2008

At 8:40 p.m. Friday November 21, 2008 Carman Area RCMP responded to a single motor vehicle collision in the Rural Municipality of Rhineland, one mile west of the Town of Plum Coulee on Provincial Trunk Highway #14.

The 2004 Acura, driven by 19-year-old man with a 25-year-old passenger, was east bound when the driver lost control, went off the road into the north ditch, hitting an abutment.

The driver who is from Winnipeg, was transported to Boundary Trails Hospital, where he was admitted. The male passenger was pronounced deceased at the scene.

Both men were wearing their seat belts.  The vehicle sustained extensive damage.

Alcohol or weather conditions do not appear to be contributing factors.

Over night on November 20, 2008, Crystal City and Pilot Mound were victims of several break and enters and thefts of ATVs.

Lakeside implements in Crystal City was broken into with several tools and a 2008 white Dodge Ram 2500 ST regular cab pick up bearing Manitoba licence plate CEA 462 was stolen.

A residence on Machray Avenue in Crystal City had a 1988 Yamaha Warrior ATV stolen from the back of a truck.

A residence on Norquay Avenue in Pilot Mound had the detached garage/workshop broken into with an undetermined amount of items taken from the shop.  A thirty foot home built flat deck, black, triple axle trailer with white rims bearing Manitoba licence plate F379R was taken from beside the garage.

Also stolen with the trailer were four snowmobiles:

2001 Arctic Cat Thunder Cat 1000cc, black, Manitoba licence plate 095N3,
2002 Arctic Cat ZR 600, black, Manitoba licence plate 596U2,
2001 Arctic Cat ZRT 800, black, Manitoba licence plate 71R6 and
2006 Arctic Cat 660 Turbo ST, black with orange strip down each side, Manitoba licence plate 428X2.

Jim Delorme's Mobile Service was broken into in Pilot Mound and several tools and tires were taken.

The Louise Integrated Waste Management Site was broken into with fuel and two computers stolen.

House fire on Sagkeeng First Nations (from after hour call in line of November 20th)

November 21, 2008

On November 19, 2008 at approximately 5:15 a.m., Powerview RCMP responded to a house fire on the Sagkeeng First Nation.  Police arrived shortly thereafter to find the house billowing with smoke and flames.  Sagkeeng Fire department was on site and began to battle and extinguish the fire.

Police investigation learned from neighbour's and family that the residents of the home narrowly escaped the blaze.  The home owner, a 78-year-old man, was located by family unconscious on the floor and was dragged to safety from the blaze.  The elderly man was taken to Pine Falls Health Complex, then  further transported to Health Science Center in Winnipeg where is was listed in critical condition.
Two other residents from the home were treated and released from hospital with minor injuries.

Office of the Fire Commissioner was contacted to assist in the investigation.  Preliminary findings during examination indicate that the fire was caused by electrical wiring. Damage estimates are not available.  However, extensive damage was done to the home.

Powerview RCMP are continuing the investigation.

Sagkeeng First Nations is located approximately 140 kms north east of Winnipeg.

Marcie Michelle Cooke - Missing Person update

On November 20, 2008 at about 3:45 p.m. RCMP Arborg Detachment located Marcie Michelle Cooke deceased in Riverton.

Arborg RCMP had been notified that 32-year-old Marcie Michelle Cooke had not been seen or heard from since November 16, 2008.  She had been last seen walking in the Village of Riverton.

The investigation is continuing. No other details are available at this time.

MARIHUANA GROW OPERATION
Lundar, MB
November 20, 2008

Late in the day on November 19, 2008, officers from the Lundar RCMP Detachment attended to a home on Third Avenue South in Lundar to check on the well being of the home's occupant at the request of a family member.

As a result of observations made while at this home, police were obtained a search warrant under provisions of the Controlled Drugs and Substances Act.

In executing this search warrant, police located a small number of cannabis marihuana plants in various stages of growth.

A male subject, 51 years of age, who was located in the residence, was subsequently
arrested for Production of a Controlled Substance, namely Cannabis Marihuana.

The male subject will be making his first appearance on January 22, 2009 at the Lundar Court sitting.

National Day of Remembrance

Winnipeg, MB., November 19, 2008 marks the first National Day of Remembrance for Road Crash Victims in Canada. This national day of remembrance offers an annual opportunity to focus on the devastation caused by road traffic deaths and their impact on the victims' families and society, as well as those involved in the aftermath of road crashes such as police, fire, ambulance, and medical personnel.  It also offers the opportunity to draw attention to the impact of the choices we make while driving.  The focus of this year's remembrance day is on impaired driving.

RCMP policed areas in Manitoba see roughly 70-80 collisions each year that result in fatalities, as well as approximately 150 other collisions that result in serious injury and/or permanent disabilities.  In the past 5 years, rural Manitobans have seen over 450 deaths as a result of traffic collisions.  These are just numbers, but they represent parents, siblings, children, loved ones, co-workers and neighbours.  With roughly 40% of these collisions involving alcohol, many of these deaths could have been prevented.

The Manitoba RCMP would like to ask people to take a moment to remember those who have lost their lives or been seriously injured in road crashes, and encourages the public to help contribute to safer roads by exercising safe driving practices, such as buckling up, obeying the speed limit, and choosing not to drink and drive.

RCMP Request the public assistance to locate Marcie Michelle COOKE

On November 18, 2008 at 10:30 a.m., Arborg RCMP Detachment received a report of a missing woman from the Village of Riverton, MB.

Family members reported that 32-year-old Marcie Michelle COOKE had not been heard from or seen since around 2:30 a.m. on Sunday, November 16, 2008.  She was last seen walking in the Village of Riverton in the area between Main Street and King Street near the Riverton walking bridge.  She was wearing a black leather jacket, blue jeans, white and blue Adidas Athletic shoes and a black toque with a Motorcycle emblem.

Marcie COOKE is  Aboriginal, 163 cm (5'4") tall and weighs around 82 kgs (180 lbs).  She has dark brown hair (sometimes died blonde) and brown eyes.

Manitoba Crime Stoppers in cooperation with the Elphinstone RCMP Detachment would like your assistance in solving the following offences:

Sometime during the early morning hours of November 12, 2008, unknown individuals forcibly entered the Rona building center in Erickson, Manitoba.  The suspects escaped with an undisclosed amount of cash, power tools an other items.

The same evening, unknown individuals broke into the Coop grocery store in Sandy Lake, Manitoba.  Entry was gained through the front door and a quantity of cigarettes were stolen.

The investigation into the offences is continuing and police have yet to determine if the two occurrences are related.

On November 16, 2008 the Elphinstone RCMP received several reports of Break and Enters in and around Elphinstone.  The buildings involved included houses, sheds, Community Halls and a Business.  The suspect(s) smashed windows or used force to pry open the doors of these buildings.  Various items were stolen including several power tools.

Theft of Farm Equipment

Between September 19th, 2008 and September 23rd, 2008, a Valmar 240 fertilizer and grain spreader was stolen from Miller Farm Equipment on Highway # 10, North of Highway # 1 near Brandon, Manitoba.  The complainant had it stored in the South East section of the property for an extended duration.  The spreader was separated from the frame using what appeared to be a cutting torch.  Due to the large size of the spreader, more than one person may have been present along with a large truck or trailer to remove it.  The value is approximately $1500.00.

RCMP are asking the public for any information based on this incident and to be alert with suspicious vehicles in their area during early hours of the morning.

Head-on collision on Highway 16

On November 16, 2008 at 2:15 pm., Neepawa RCMP were called to a two vehicle collision approximately 3 kilometers east of Neepawa on Highway 16.  A vehicle traveling eastbound on Highway 16 moved towards the should of the road and appeared to have over-corrected causing the vehicle to skid sideways into the oncoming path of a vehicle traveling westbound.

The two occupants in the eastbound vehicle as well as the driver of the westbound vehicle were taken to hospital with non-life threatening injuries.

Neepawa RCMP are continuing their investigation and charges are pending against the adult female driver of the eastbound vehicle.

Fatal Single Motor Vehicle Roll Over
St.Malo, Mb

On November 15, 2008 at about 2:45 a.m., St. Pierre RCMP members were dispatched to a call of a single motor vehicle roll over in the area of Gosselin road in the municipality of St.Malo. Members attended the scene and observed an overturned mid sized Dodge pick up truck in a water filled ditch. Witnesses stated that the passenger of the truck was able to get out of the overturned vehicle suffering from serious head injuries while the 30-year-old male driver, resident of Winnipeg,  was non responsive and submerged in the water filled ditch.  St. Malo Fire crew and the St. Pierre ambulance assisted at the scene The driver was pronounced dead at the scene.

At the request of the family, the name of the deceased will not be released. The passenger is expected to recover from his injuries. Both driver and passenger were not wearing seatbelts at the time and the cause of the collision is still under investigation.

Search Warrant Yields Drug Charges

On November 14, 2008, as a result of an ongoing investigation, Thompson RCMP executed a search warrant issued under the Controlled Drugs and Substances Act at a Burntwood area residence.

During the search, eleven pounds of Cannabis Marihuana and $3,400 in cash were located and seized.  The estimated street value of the seized drug is in excess of $100,000.

Christopher Bert Joseph Cleveland (47 years old) of Thompson has been charged with Possession of a Controlled Substance for the Purpose of Trafficking and Possession of Proceeds of Crime.  He has been remanded in custody and will be appearing in Thompson today.

Suspect at large armed and dangerous - update (from after hour call in line of November 16th)
22-year-old Jonathan Herman Sumner

On Thursday, November 13, 2008 at about 6:45 a.m. Gypsumville RCMP Detachment responded to two armed robberies on Fairford First Nation. In both instances a male, later identified as Jonathan Herman Sumner entered the business and produced a sawed off shotgun, demanded and received cash from the cash register.

On November 16th at 1:15 p.m., after an extensive search, 22-year-old Jonathan Herman Sumner of Fairford First Nation was located and arrested without incident on Fairford First Nation.

Sumner is currently facing two counts of Armed Robbery and two counts of Point Firearms.  He is also facing charges of Possession of Prohibited Weapon, Uttering Threats, Possessing Firearm while prohibited and careless use of firearm. He will be appearing in Ashern tomorrow morning.

Suspicious Child Death in Gillam (from after hour call in line of November 16th)

Gillam RCMP with the assistance of the Thompson Major Crime Unit and the RCMP Serious Crime Unit, are investigating the death of a thirteen month old male child.  The child was taken to the Gillam hospital on November 12, 2008 and then transported to the Thompson General Hospital where he died on November 13, 2008.

His death is being treated as a homicide.

22-year-old Jonathan Herman Sumner

On Thursday, November 13, 2008 at about 6:45 a.m. Gypsumville Detachment received a call of an armed robbery in progress at the Pinaymootang Gas Bar on Fairford First Nation.

While members were en-route, a second dispatch call was received reporting that a second armed robbery had just occurred at Cindy's Smoke Shop on Fairford First Nation, which is located a short distance from the Pinaymootang Gas Bar.

Members attended both locations and interviewed witnesses. In both instances a male entered the business and produced a sawed off shotgun and demanded and received cash from the cash register. He then fled on foot.

Police reviewed the surveillance videos from both businesses and have positively identified the suspect as 22-year-old Jonathan Herman Sumner of Fairford First Nation. Police have conducted an extensive search for Sumner, but to date have been unable to locate him.

A warrant has been issued for his arrest. SUMNER is to be considered armed and dangerous. He is described as native, 5’9”, 175 lbs, slim built with black hair and brown eyes.  He was last seen wearing blue jeans, a white hooded jacket and a white ball cap.

Cross Lake Chief charged with Obstruct Justice
Cross Lake F.N., Man.
November 14, 2008

On September 12, 2008 at about 4 a.m., RCMP Cross Lake Detachment assisted with Cross Lake EMS and local Band Constable were dispatched to a pedestrian & motor vehicle collision in the Sawmill area of Cross Lake F.N.  Police learned that a 33-year-old Cross Lake woman had been struck by a Chevrolet Uplander passenger van, suffered non-life threatening injuries and was taken to the local Nursing Station for treatment.

Police were informed at the scene that the driver of the passenger van was an 18-year-old Cross Lake women.  Police found the van on the road, both the driver and passenger reportedly on board the vehicle had left the scene.

Subsequent investigation confirmed that the driver of the vehicle was a 36-year-old woman from Cross Lake rather than the 18-year-old woman as originally reported to police.

On November 1, 2008, 36-year-old Karen Gail Muskego of Cross Lake F.N. was arrested and subsequently charged for Failure to stop at the scene of an accident, Obstruct Justice, Criminal Negligence Cause Bodily Harm, Assault and Public Mischief.  She has since appeared in Thompson Court and has been remanded to Cross Lake court on December 15th.

On November 7th, further investigation into this collision also resulted in the arrests and subsequent charges of Obstruct Justice against Chief Alex James Robinson and Raymond Robinson both of Cross Lake F.N. Both were released on Promise to Appear with Undertaking.  They are schedule to appear in Cross Lake Court on November 26, 2008.

Tractor Trailer Collision
Portage la Prairie, Man.
November 14, 2008

On November 14, 2008 at about 6 a.m., Portage la Prairie RCMP, Portage EMS, and Portage Fire Department responded to a single vehicle semi-trailer unit collision . The tractor trailer unit hauling steel lost control on the west bound overpass at the west end of Portage la Prairie.

The B.C. driver lost control on the ice covered highway as he was climbing the overpass. The unit initially struck the concrete median wall, then traveled across the highway where the tractor struck the guard rail and ended up climbing up on the rail, at which point the tractor (still connected to the trailer) slid along the rail  forcing the tractor out further over the rail. The unit then continued sliding out over an approximate 25 foot drop at which point the jack knifed tractor frame bent at the guard rail directly in front of the drive wheels, and dropped straight down when the cab broke free of the frame and landed on it's roof. Both males in the tractor (1 driver and 1 in the sleeper) were transported to Portage General Hospital where they were treated and released.

The westbound Portage by-pass was closed and remains closed at the time of the writing of this report (2:15pm) as the tractor trailer unit is cleared from the highway. The B.C. driver has been charged with Imprudent Driving under the Highway Traffic Act.

Highways engineers and the Provincial Environment personnel also attended to deal with the damaged guard rail and fuel spill.

Police would like to remind drivers to adjust their speed to the road conditions. With the arrival of winter driving conditions, police have responded to "numerous" traffic collisions resulting from excessive speed on ice.

Motor Vehicle vs. Pedestrian Collision

Further to Press Release dated November 10, 2008, referring to an incident of a Hit and Run of a pedestrian who later passed away, Portage RCMP have charged 19 year old Jesse Douglas McCullough of the RM of Portage la Prairie with the following offences:

1.    Dangerous Operation of a Motor Vehicle Causing Death,
2.    Fail to Remain at the Scene of an Accident,
3.    Simple Possession of Marihuana.

Jesse McCullough is scheduled to make his first court appearance at Portage la Prairie Provincial Court on December 22, 2008.

High Speed Pursuit
Spruce Woods, Man.
November 12, 2008

On November 11, 2008 at 11:20 p.m., Brandon RCMP were dispatched to a disturbance  at the Shilo Inn which is situated in the community of Spruce Woods just outside the gates of CFB Shilo.  While en-route to the disturbance Police were notified that the accused had left the bar and was in the parking lot causing problems.  Brandon and Souris RCMP were en-route to the scene along with the Shilo Military Police when the subject left the bar parking lot in a small red sports car.

Police pursued the vehicle along Highway's 340, 457 to the Trans-Canada and then west on the Trans-Canada before the subject drove over a RCMP deployed Spike Belt.  During the Pursuit speeds at times were in excess of 160 km/hr.  The suspect then proceeded to drive North on Highway 10 where the tires of his car had gone flat.  Prior to the suspect stopping, he side swiped a southbound car and caused the two vehicles to enter the ditch.  The southbound car entered the ditch and rolled onto its roof.  The driver of this vehicle was treated and released from Brandon hospital with minor injuries.

The accused exited his vehicle and confronted RCMP members.  Brandon Police Service also assisted in the apprehension of the suspect by utilizing their Police Service Dog.

Police were able to take into custody a 30-year-old man from Brandon, Manitoba.  He has been charged with Resisting arrest, Impaired driving causing bodily harm, Flight from Police, Breach of Probation and Driving while Prohibited.

The accused was lodged at the Brandon Correctional Center and appeared in Brandon court this morning.

Search Warrant Leads to Drug Related Charges

November 12, 2008

On November 10th, 2008, as a result of an ongoing investigation, Thompson RCMP executed a search warrant pursuant to the Controlled Drugs and Substances Act at a Burntwood area residence and seized a quantity of marihuana, crack cocaine and a substantial amount of cash.

The investigation is continuing and further charges may be laid.

Suspicious Fire - update

Powerview RCMP are continuing their investigation into the fatal trailer fire on the Sagkeeng First Nation, in which two individuals died.  Autopsies are now complete and one of the individuals has been identified as Louis John STARR (age 62) of Sagkeeng First Nation.  The second male individual has not been identified.

The cause of the fire is still under investigation.

Adult Man Charged with 2nd Degree Murder
Grand Rapids, Manitoba
November 10, 2008

Grand Rapids RCMP Detachment, with the assistance of the Winnipeg RCMP Serious Crime Unit, Thompson RCMP Major Crime Unit and the Winnipeg and The Pas RCMP Forensic Identification Sections are investigating the murder of a 22-year-old man after responding to a report of a potential Break and Enter in the town of Grand Rapids, Manitoba during the early morning hours of November 9, 2008.

The identity of the deceased is not being released at the request of family.

A post mortem is scheduled at the Winnipeg Health Sciences Center on November 10, 2008.

Christopher John Ferland (20 yrs) of the town of Grand Rapids has been arrested and charged with 2nd Degree Murder.  He will be appearing in The Pas Provincial Court on November 12, 2008 at 10 a.m.

MAJOR FIRE AT NEEPAWA PLANT

November 10, 2008

On Sunday November 10th at about 4:30 p.m., Spruce Plains RCMP, Neepawa Fire Department and Emergency Services responded to a complaint of a fire in progress at the Prairie Forest Products processing plant on the west side of Neepawa, Manitoba.

One of the  buildings was already engulfed in flames when emergency personnel arrived.  As a safety precaution a portion of Highway 16 was closed for a period of one hour and then later opened after it was determined there were no environmental or health concerns.  Fire Departments from neighbouring areas including Minnedosa, Gladstone, RM of Lansdowne, Rosedale, Eden, and tanker trucks from Springhill, Rolling Acres, and Riverside Hutterite Colonies also assisted.

The fire was eventually contained overnight but not before two main buildings were destroyed. However, the fire was prevented from spreading to a newly constructed part of the plant that had just recently been completed.

There were staff on the premises at the time of the fire.  There were no injuries and foul play is not suspected at this time.  Fire Fighters remain on the scene in order to monitor and extinguish any hotspots.

Investigation and scene examination is now continuing by the Manitoba Office of the Fire Commissioner in order to determine the origin of the fire.

Prairie Forest Products is a timber treatment processing plant which employs approximately 100 employees and processes a wide variety of timber products such as fencing, posts, etc.

No estimate of damage was available at this time.

Fatal Motor Vehicle collision

On November 7, 2008 at approximately 7:00 PM Portage la Prairie RCMP responded to a vehicle and pedestrian collision on 3rd St. NE.  When police arrived the victim, an 84 year old man from Portage la Prairie, was in the back of an ambulance being treated for his injuries. The victim was later transported to Portage General Hospital.

Third Street NE was closed to allow for the investigation. The victim was struck as he was crossing the road.  The suspect vehicle, a Ford Mustang, did not remain at the scene of the collision.  Witness statements were obtained, and the investigation led to the location and arrest of a suspect.  A 19-year-old man of the RM of Portage la Prairie was arrested and released on a promise to appear for a future court date with charges pending.

The victim passed away the next day while in hospital. An autopsy has been ordered to determine the cause of death.

The investigation is continuing.

On November 9, 2008 at 1:20 a.m., RCMP Grand Rapids Detachment was dispatched to a residence in the Town of Grand Rapids where a 22-year-old male was found deceased. His death is being treated as a homicide.

The name of the deceased is not being released at the request of the family. He is a resident of Grand Rapids.

Arrangements for an autopsy are being made to be performed at the Health Sciences Centre tomorrow.

RCMP Grand Rapids Detachment assisted by RCMP Major Crime Services, RCMP Forensic Identification Units from both Winnipeg and The Pas continue to investigate.

Suspicious Fire (from after hour call in line of Nov. 9th)
Sagkeeng First Nation, Man.
November 10, 2008

On November 9, 2008 at 3 a.m., Powerview RCMP and the Sagkeeng Fire Department responded to a house trailer fire on Sagkeeng First Nation.  The fire completely engulfed the residence and at this time is being treated as suspicious in nature.  Two deceased individuals were located at the scene.

Powerview RCMP assisted with the Manitoba Office of the Fire Commissioner, RCMP Forensic Identification Unit, Medical Examiner's Office and "D" Division Serious Crime Unit continue to investigate.

The bodies have been transported to Winnipeg where an autopsy is scheduled at Health Sciences Center.

RCMP investigate Theft of RTV
RM of Elton, Man.
November 6, 2008

Between October 31 and November 3, 2008 a 2008 Kubota RTV (Utility Vehicle) was stolen from the  Miller Farm Equipment Inc. lot in the RM of Elton.

The RTV is a two seater with a steering wheel, windshield, canopy and is orange and black in color.  It also has an orange colored box that has dumping capabilities.

RCMP reports Break & Enter - Woman sexually assaulted
Portage la Prairie, MB
November 6, 2008

On November 5, 2008 at about 5:30 a.m., Portage la Prairie RCMP responded to an adult woman awoken by a male intruder in her residence in the 700 block of Willow Bay in Portage la Prairie.  The male fled the scene.  RCMP were contacted, and responded assisted by the Police Dog Services and the Forensic Identification Section.

Investigation to date indicates that the woman was sexually assaulted, suffering no physical injuries.  The male is described as native, 5'7" - 5'8", average build, wearing a black hoodie and black track pants.

The investigation is continuing.  No arrests have been made in this investigation.

Two vehicle collision
RM of Rosser (Hwy 6)
November 4, 2008

On November 3, 2008 at about 7 p.m.,  RCMP members from the Stonewall Detachment and Selkirk Traffic Services, along with the Rosser Fire Department and paramedics responded to a two-vehicle collision on Provincial Trunk Highway 6 just north of Gordon, Manitoba in the Rural Municipality of Rosser.

A Honda Civic carrying one adult male had collided with a Pontiac Sunfire carrying an adult male and an adult female. All three were transported to hospital with significant but non-life-threatening injuries. Highway 6 was closed in both directions as a result and traffic had to be re-routed for about 4 hours.

Subsequent investigation, conducted with the assistance of an RCMP Collision Reconstructionist, revealed that the driver of the Pontiac Sunfire, an 18-year-old female from St. Laurent, was traveling west on Road 68N and proceeded to cross the northbound lane on Highway 6 while making a left turn onto Highway 6 when she was struck on the driver's side by the northbound Honda Civic, driven by a 19-year-old driver of Woodlands.  Alcohol and speed are not believed to be factors in the collision.

Charges may be pending. Anyone who witnessed the collision is asked to call the Stonewall RCMP detachment at 204-467-5015.
